One hundred and thirty-five years later, Michael R. Bloomberg is moving in. In his latest incursion into London, a city that has long enchanted him, Mr. Bloomberg recently bought the seven-bedroom, 18th-century estate in Chelsea for £16 million, or about $25 million.
